Nothing contained in this chapter shall relieve a property owner from the obligation to pay to the city the city’ s usual and customary connection fee for connecting to a city owned sanitary sewer or water transmission main, which connection fee (sometimes referred to as a "tap-in" fee) shall be separate from and payable in addition to the recoupment fee due under an applicable recoupment agreement.
